International Paralympic Committee First Vice-President Leila Marques has urged governments and sports organisations to ensure that children with disabilities have meaningful opportunities to participate in safe and inclusive environments. She spoke at the Council of Europe’s 19th Conference of Ministers Responsible for Sport, held in Monaco on 3 and 4 November.
The IPC report identifies inaccessible facilities, unsuitable equipment, transport difficulties and social exclusion among the main barriers. These obstacles restrict more than physical activity and competition: they can also deny children opportunities to build confidence, teamwork skills and social connections through sport.
Inclusion must be combined with protection from violence, bullying, neglect and exploitation. The IPC emphasised trained coaches and volunteers, clear reporting procedures and accessible support systems. The Council of Europe conference focused on coordinated action to make sport safer and healthier for all children, placing participation, wellbeing and safeguarding within the same policy framework.
